Vivar

The dark waters of the Konkan coast harbor the stories of a people whose ways of life are often stark and bleak. In a bus station waiting hall, a young villager (Shirish) gets into a conversation with another commuter. The bus will take them to the Land Registry in town where the young man has applied for a groundswell permit. The issuing authority is a tyrannical officer notorious in the area. The commuter (Hegishte) recollects the officer's (Raosaheb) early days at the Drought Relief Office.
